The only way I can think of is to add dummy records to the data source which correspond with the needed gaps.
If it's a large catalogue, it may be easier to generate a range of records for each spread and do some manual positioning.
Beyond that, you'll need a catalogue plugin.
Thanks ja3754 for responding but you I went to a job interview and they explained the procedure to me but did not showed me the steps. I told them it was news to me since I am aware of data merge doing business cards, variable letters and brochures but nothing to this level. So "unless they were not clear on the steps" according to them it is doable in data merge. But I am having a hard time finding any information on this procedure.
ja3754 gave you a solution: include dummy records. That is, wherever you would skip an image, just include an empty image.
If that doesn't meet your needs, please post a screenshot of the problem.
Perhaps the company where you interviewed is using a plugin of some sort, rather than ID's built in Data Merge. I don't use any of the catalog plugins available, but my impression is they might have that sort of flexibility.
