Put this an a one-row, two-column table. The row height will be at "auto" by default, using the height of the largest text per cell.

I had to "Split Cells Horizontaly" and it's almost there. The problem now is that the cells are contracting to the MIDDLE. I need them to contract from the TOP only. You are about to become my Yoda......I know it!

All you need to do is place the left frame as an anchored object on the top line of the right frame (before the word Name).
The left frame with then move up and down with top line.
I think top aligned instead of bottom aligned in your original two frame method would have solved the problem, but perhaps I don't understand the whole situation.
So the usage of a table was close. Though the text box would contract in the middle. I needed it to contract from the top only. And you hit the nail on the head. I had to convert the table back to text boxes, fooled with the anchored text settings......and.......BAM it worked. Big Hugs for you....now lets see if Pageflex can honor my anchored text.
