It could be an issue with Photoshop CS 4 which is a little long in the tooth for Lion, but maybe not. This is where knowledgeable users of Photoshop can give you help based upon their experience.

Also make sure photoshop is up to date (current version for cs4 is 11.02)

I'm wondering if 10.7.3 fixes the issue, but the update itself has been pulled back, and only the combo (total reinstall) is available.

There is a MacOS bug in QuickDraw that was causing that to happen to many people. (Photoshop CS5 doesn't use QuickDraw and doesn't run into that bug)
I'm not sure if 10.7.3 fixes it or not.
