We'll need to know much more about your system and the video clips you are working with. These will give you the detail we need and some tips that may solve your problem straightaway.

In particular we need to know what model of camcorder your video came from and what format it is as well as which settings you selected when you set up your Premiere Elements project. (Most of these types of issues are remedied by matching your project settings to your source video.)

Along with the links that Neale offered, and the request for more info that both Neale and Steve asked for, with regards to the crashes in Titler, see this ARTICLE. Titler is highly sensitive to fonts. Even if you are not using a bad, or corrupt font, just having it installed on the system can bring Titler down.
Hi Blocky, I have exactely the same problem. Actually, after 7 sub-titles, everytime I want to add a new one the program crashes. Despite I put to save my actions every minute, after the crash, I have to start again. It´s like this since three months.If the program is not made to use his own fonts, what kind of program is this? I read here and there that there is plenty of people who has crashes with Première Elements and I dont understand how that is possible. Premiere pro 8 was without problems. In any case, is looking like this version is worser than the old one.
