I created something similar a while back. From my experience the most efficient way was to create a main page, then on it, a custom component, which hold 20 states within it. I linked the menu buttons to the various states within the custom component. Can't vouch that it's the best way, but it worked well for me.
Darren's solution will work. The best solution would be to create the UI in Flash Catalyst, then transition the design into Flash Builder and add the switching logic there. The advatange would be that you can exceed the 20 state limit with Flash Catalyst, and also have greater control with the video. That is all assuming you know some ActionScript.
Thank you both, I will try it. Using Action Script is probably the more proper approach.
Guess I have to digg into ActionScript now
