It sounds like anamorphic video which displays the video pixels oblong when decoded by a video player, but the picture viewer displays them a square. You would need to adjust the picture's aspect ratio in photoshop to get it to look normal with square pixels.
Select the source clip in the project window of premiere, is the aspect ratio 1.333 ? That would be anamorphic.

What viewer is used after export.
Convert the still from 1440x1080 to 1920x1080. Photo viewers expect square pixels, which is what 1920x1080 gives it.

Yes that is normal. Stills have square pixels. 1440x1080 is non square pixels.
Drop the clip in a 1920x1080 sequence and then export frame.
What I found out is that when I put the clip from which I would like to export a frame, in a "avchd 1080" sequence (1920*1080) the exported frame will come out just fine.
