you can toggle the skin to appear/not appear by using your component's skin property:
Im thinking of having it disable/enable coz of the instance when I clicked a button on the main fla, pop up window with scroll bar is visible.
And the video on the background in FLVPlayback component is paused and I want the user not able to scrub or push the buttons unless the popup window is closed.
Is there a way for the FLVPlayback component buttons always visible and can be disable/enable anytime?

not with an flvplayback component and standard controls. in addition, that wouldn't be desirable because users wouldn't understand why the controls don't work. (normally, you would alpha-fade the controls to indicate they're no longer working.)
you have to use custom controls to do that disable individual controls and alpha-fade them.
I got your point sir kglad, the structure of my app is the pop up window is on top of the FLVPlayback component and covering it with semi-transparent black background to indicate that anything on the back is pressumed disabled for the time being the pop up window is visible.
But my problem is that I can still hover on the component's button while the pop up window is visible.
My tricky solution is that I do your first suggestion of flv_pb.skin = "", then replace the lower part where the component's button is place with an image of it print screened.
And making it invisible whenever the user closes the pop up window.

to create a modal window, apply a mouse handler to your window (or window background) and disable its useHandCursor property.
