Are they using Acrobat, or Reader?

setPageRotations can only be used in Acrobat, so focus on those cases...
However I don't really understand why you would need to execute this code
more than once on the same file? After you do it once, the rotations are
set, and then you can save the file and distribute it.
the form was designed so when printed the person can fold the paper and both sides will read correctly. Most people do not have a duplex printing printer. So when they open the form the first half is right side up and the bottom half is upside down.

Again, people using Reader will not be able to use this code. They can,
however, rotate the pages display through the View menu, but it will not be
saved when they exit the file.
