In my experience, the answer is no. Sorry!
NO... Blurry images will remain blurry.
Try this however,
In PPRO use the "Unsharp Mask" filter... Increase the Amount to 300 and the Radius A LOT. This will NOT make the images beautiful but perhaps distinguishable.

Did this technique at least help make your video distinguishable? I am trying to make my videos distinguishable. I don't need them to be high def quality.
