Was the scene shot in fluorescent light?
No. There was no fluorescent lights but it was taken in the evening with regular lights.
Change the playback resolution see if that will help.
How do I change the playback resolution in Premiere Pro?
I imported the clips to the timeline and I am playing the video on the sequence screen.
I figured out how to change the playback resolutions: eithere it's FULL, 1/2 or 1/4 none of which helped.
You can also change the fields playback as well, for HD video select Interlaced (or first filed).
Also some cameras in the sttings have a flicker remove option use that, helps a lot in situations like that
The internal monitors of PP are not meant for quality viewing, only for content viewing.
To judge quality, you need a properly calibrated external TV. So...how does it look on one of those?

Hard drives set up?
Any 3rd party add-ons to Premiere (Fx plug-ins? 3rd party i\o card like matrox or Black Magic?)
Source material format specifics(Footage dimensions[1080p? 1080i? 720p?], camera, format\codec, framerate,etc.)
sequence settings - basically same info as above sans camera info
output format\codec settings. (Footage dimensions[1080p? 1080i? 720p?], Framerate.
