Master page would certainly be one way to do it. Put the rframe on the master, then override (Cmd [Ctrl on windows] + Shift click onthe docuent page to release a master object) to enter text or delete unwanted frames, or place text into the frame (without overriding) from an external file.

You could also drag the text frame to a folder - this will create a snippet.
When you need that Snippet on the page in the same place - simply file>place or drag the snippet from the folder to the page.
In preferences under File Handling - change the Snippet option to "Original Location".
Any time you place the snippet or drag and drop from the desktop it will always be in the exact same place.
Thanks, both helpful answers. I ended up using the master page, then ctrl shift clicking to edit the text on each page. I can see where the snippet would be very useful also.
This isn't the most time efficent method but I have found that it works.
- Select the object you want copied (make sure it's where you want it)
- Copy it (either Cmd+C or Ctrl+C
- Navigate to the page(s) where you want that object
- Right Click and select Paste in Place
