Once you have your MPEG2-DVD file, you don't need Pr or Dynamic Link any more. Just import that file into En and author/burn your DVD.

I've resorted to burning using BurnAware. Seems pretty cludgy for a semi-professional video editing product.
I've been using Premiere for over 10 years, but it looks like Adobe has created another FCP user.

I'm running on an old machine - dual core, 8MB memory, HD6570 video card.

All that seems to indicate you are running a Windows box.
I know I need a better machine, but if I can't burn discs, I won't make money, and I'll never afford anything faster.

A new Windows box will cost you far less than a similar-performing new Mac, which is what you'd need to run FCP. Since you've indicated that the cost of a new system is an issue, you may want to rethink the Mac/FCP purchase considering its cost and the fact that you've already invested in CS5.5. There's nothing wrong with a Mac/FCP combo, it's just that I wouldn't consider it budget-friendly.

Agreed. But most of Encore's issues are solvable. No guarantees, but the users here are generally pretty good at getting to the heart of an issue. They're going to need more info from you, however. Please read here:

Suffering from severe lack of sleep and stress. Spent two weeks putting together a muti-screen video artwork, hadn't even thought that the final production would be such a P.i.t.a. On CS3, never had a problem burning discs.
Found a work around for discs, I'm using a hi def solid state video player, which can run MPEG-2s. Luckily, Premiere 5.5 seems able to output these files, so far.
Will look at a new PC (and Mac) soon. I'm sure there are hundreds of forum articles on pros/cons of various choices, but can you recommend the lowest-priced recommended commercial PC/card combo. I'd love to be able to spend under $1500 and have a video editing system that works right out of the box.

Did you edit any of this project in CS3, either Pr or En? If so, then you should search for and find all of the cache files for your assets and delete them. Those files include *.(pek|pk|pkf|cfa|xmp|xmpses|mpgindex|qtindex). Then open an unrelated Pr CS5.5 project and go to Edit | Preferences | Media and click on the Clean button to clean the entries out of the cache database.
That's where I'd start troubleshooting.

I had more issues with CS3 than CS5. My bet on your current issue is cache files. I don't recall an example of a non-dynamic link import stalling at 50%, unless there was an asset issue.
I moved quickly through CS4 to CS5 from CS3. I found a few issues related to projects from CS3 that needed some fixes after being opened/converted in CS5, but tested simple workflows and have found very few problems.
I find dynamic link works fine for SD to DVD projects. Others seem to have issues with HD to DVD conversions via dyamic link, but there are so many variables I'm never confident that we know what the issues are.
