You can try the following:
On Windows
- Uninstall Adobe AIR Runtime from Control Panel -> Programs
- It may throw up a warning that "there are applications that will not be able to run"
- Ignore the warning and uninstall
- Open the website http://get.adobe.com/air
- Click on Download
- Install the runtime
- Test if help function works.
- If not, uninstall "Adobe Help" from Control Panel -> Programs
- Open the website http://www.adobe.com/support/chc
- Choose Photoshop in product drop down
- Click on Install
Your help function should work now.
On Mac
The only difference on Mac are highlighted for steps 1 and 8
Step 1: Uninstall Adobe AIR runtime using /Applications/Utilities/Adobe AIR Uninstaller
Step 8: Uninstall Adobe Help by trashing /Applications/Adobe/Adobe Help.app
Make sure to empty the files from your trash folder as well.

John B 2011 Apr 23, 2013 8:46 PM (in response to sangupta)I have the same or similar problem. The help function does not work. If I ask for help, the license agreement for Adobe Air pops up. I check the agree button, but the help function still does not operate. I followed your directions about uninstalling Adobe Air and Adobe Air help, but this did not change anything. I still have the same problem.

Can you try restarting the system after uninstalling Adobe AIR and Adobe Help.
To help us debug more, let us know a few more details: Operating System and version, Adobe Help version and 32/64-bit architecture of your computer.

That worked! or at least I think it did. I am now directed to Adobe Photoshop Help URL.
I uninstalled Adobe AIR and Adobe help, so there is no version of Adobe Help or Adobe AIR on my computer. I have CS5 version 12.0.4 x 32.
