Are Photoshop and OS fully updated?
As with all unexplainable Photoshop-problems you might try trashing the prefs (after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved and making a note of the Preferences you’ve changed) by keeping command-alt-shift pressed on starting the program or starting from a new user-account.
System Maintenance (repairing permissions, purging PRAM, running cron-scripts, cleaning caches, etc.) might also be beneficial, Onyx has been recommended for such tasks.
Weeding out bad fonts never seems to be a bad idea, either. (Validate your fonts in Font Book and remove the bad ones.)
If 3rd party plug-ins are installed try disabling them to verify if one of those may be responsible for the problem.

Hi, I had installed fonts recently so I validated the ones I could remember.
There were 3 with minor problems so I deleted them all, restarted PS & now I have no problem with draging out the corners.

There isn't a way to validate all the fonts at once right?
I had to validate one at a time but I hit lucky

In FontBook try Selecting All (command-A) and then running the Validation.
Edit: And I suppose it might still have been another issue, but fonts can occasionally cause more problems than one would like to expect.
I tried clicking the select all checkbox in the Font validation window but it only gives results for the font that is selected on the right in Font Book.
Just tried Shift Clicking in Font Book to select them all then choosing validate fonts from the file menu & then when the Font Validation box opens it does check them all.
Oh yes select all would have worked as well.
It's found28 minor problems so far & just over half checked.
It take a while.
So if I have unexplained snags again I can look at the other fonts with problems but some are are standard ones that come installed, not sure how I'd replace them.
Whow, now 48 minor problems! & it's finished checking.
