Import the project with the sequence that you want into your new project.
Ahh.. So I can import a project into my new project with only that specific sequence? How do you do that?
Just like you said.
Double click in the Project Panel
Import window opens and select a premiere project. OK
Now a dialog box appears where it ask you:
Import entire project or selected sequences?

great. Last question... do I have to copy over the raw footage, so the media won't go offline? For instance, my new project that I'm working on will be on another drive. So I'll just look at the footage being used on the sequence I copied, and copy the raw footage onto the new drive as well. Is there an easier way to do that?
Open your final project first and then import the previous project with the sequence you want in there. So this means that you do not need to open the previous project.
Even if you delete the previous project from its location your sequence will remain non - destructed in the new project.
Now you can edit all sequences in one project without going back to the previous one.
