Looks like I can't help with why it's happening; the text box is editable in the file I opened from the IDML. On the plus side, that means that you can open the IDML and use that to fix your problem.
Wow, can you really edit this text frame:
Because this text box can't be edited at my client's pc, our InDesign Server or on my local InDesign.
So if you for some reason can edit this text frame I'm impressed that Preferences should be so bad on three different versions of InDesign.

Ps. @SRiegel. I also got that result and that can of course be a workaround if I don't find another solution for it, but I really hope that I can locate the reason as it will make our workflow so much easier.
Sorry, I mistook being able to put the text cursor in the frame fro being able to change the type -- my bad.
There is an assignment with an unknown user on the page and that may be the problem. Other than export to .idml I'm unable to affect that here in any useful way, but since you have access to the assignemnts on your end, I'd take a look.
I can't see that there is an assignment as the "Assignment" panel doesn't have any other info then any other InDesign document. And how do I delete an assignment if there really was one?
Not sure what’s up there, either. Could have been some kind of third party plugin but I would think there would be an error.
At this point the easiest thing to do is copy the text and paste it as a new text frame.
