The first thiing that I look at, when a burned DVD is acting up, and in many ways, is what brand of blank media was used. What brand of blank media did you burn to?
The second possibility is that you're seeing an interlacing conflict. This can happen when, for instance, you use an MPEG in a project that's set up for DV video.
What model of camcorder is your video coming from and what format and resolution is it?
When you started your Premiere Elements project, which project settings did you select? (You can see -- but not change -- your project settings under Edit/Project Settings.)
