Wait a minute. Your server supports PHP scripts but it doesn't process SSIs?
That doesn't make any sense.
To use server-side includes, you must name your parent pages with a proper extension to tell the server that the page contains include statements. Most Linux servers support .shtml or .shtm or .php extensions.
The include file can be named whatever.foo
