Yes. It can convert to any of several types of MP4s at any number of resolutions and frame rates.
But if WordPress can't give you any more specific information about their requirements, we can't give you any more specific instructions.
The PREL is not an AV file. It is an XML database with links and instructions on processing the linked AV files. This ARTICLE goes into more detail.
What one does is to Export/Share the Timeline, to the desired format, with a chosen set of specs., and a chosen CODEC. This ARTICLE goes into more detail on CODEC's.
In the case of MP4's, that CODEC will be the H.264.
There really aren't any particular requirements that Word Press has. I'm going to have someone insert a link on my page to the video that will be hosted on Amazon Web Services. Can we just assume that it would be a similiar frame and resolution as if I was going to upload to YouTube? It's along those lines.
