"insertionPoint" defines all the positions you could ever want -- see http://jongware.mit.edu/idcs5js/pc_InsertionPoint.html
For 'relative position to the story' you possibly want the index, which is 0 for the first character, 1 for the next one (uh, and so on).

Actually you don't get "an insertionPoint", you get an array of references to plain Text objects. But Text is a superclass of InsertionPoint (and of lots more 'texty' classes), so in general it would be safe to use any insertionpoint method and property as if you got InsertionPoints.

Is it possible to change a position of character. I have tried it using horizontal offset of a character but its a read only property. Is there any other way to change position of a character.
