Are you just concerned about inappropriate content or are you concerned about people hacking your site?
Im most concerned about inappropriate content.. is there any way of controlling this?

You will need to actually view the submission. Only you can set the boundries.... think of all the gray areas.
I'm sure you would consider who your target audiance target... adults, teens, children.
You might need to set different boundries for each.
... But do some pre-screening..
Anyone who has worked with a blog like WordPress (a real spam target) understand that you can tell alot about the content of a "Comment" by the person's email address, URL and lastly the comment itself. If the email address or URL is a commercial site and the comment is totally generic (contains nothing specific to my site), I trash the comment. For example "I really like your blog"..... problem is that on my site I never mention "Blog". they are simply wanting me to post a link back to there site.... NO DEAL!
I have a video submission site where I require a good email address... and I check it. I also require a short paragraph describing the video, where it was made, etc. Again, look for suspicious terminology.
In short, closely scrutinize the submitter, you'll find you can weed out the vast majority of trash without even seeing the video.
You mentioned "check all the videos". Can these SWFs contain animations or just videos?
Animations could be uploaded yes.. But I dont know ifni should go on with this because I dont got all the time to check the SWF's manually. Is it true then that youtube Screens ALL their videos by people watching it?? :O or is there some filter code..
They use both. They let users rate and flag content so their users do the job for them. You can do the same. Give other users a way to flag bad content and then start paying attention to the content with the most flags. Ultimately not everyone is a do-gooder and/or cares about helping you so you do have to peruse your own content. Somewhere in your sites EULA you should definitely claim you are not responsible for the content and any bad content will be removed promptly upon you being made aware of it to protect yourself.
