If you have Win7 64bit PRO or higher...
Virtual XP is, of course, designed for ANY old 32bit program, not just the EXAMPLE program discussed at this link... so if you have an old 32bit program that won't work with Win7 64bit PRO or higher, it is free to try this to see if it solves your problem
This is only ONE example of using Virtual XP http://forums.adobe.com/thread/702693
MARVELOUS! Worked like a charm. Thanks so much for your help!
I have a few other programs that I can now run as well.
Using the compatibility options built-in to Win7 64bit work for MOST programs
The fact that Microsoft wrote the Virtual XP module is a very clear indication that MOST is not the same as ALL
I'm glad that VXP worked for you

I don't think though that you have resolved what must be a more fundamental problem with your machine. PRE7 works just fine on a Windows 7 64-bit machine without having to virtualise it.
More recent versions of Adobe installers have, for me, popped up messages about 'Pending restart changes'. However I can then click to ignore the warning.
I do just wonder if PRE7 may have the same problem but does not offer you the option to ignore - and therefore rolls back.
If you want to try it out delete the highlighted registry entry and see if it works for you.
