Think this is an OS function. So look in the OS help file to get a clue as to where change.

Think this is how to disable info baloons.
Open Windows Explorer>Tools>Folder Options>View tab
Under Advanced Settings, scroll down to the last item "Show Pop-up
description......." and uncheck it. Click Apply and OK.
In photoshop you probably need to turn off tool tips by going the photoshop preferences under Interface and uncheck Show Tool Tips.

...but I wish I could turn off only the tabs (sigh).

R_Kelly, thank you, thank you, thank you, for posting this response all those years ago! For folks who have PS Elements, the way to do this is go to Edit --> Select "Preferences" --> Select "General" --> Uncheck "Show Tool Tips". Those pop-up balloons were probably the most annoying feature I've ever encountered in PS.
