I am not sure if PrElements (or even the bigger Premiere Pro) will accept PDF files as input
Right click the PDF link in the upper right corner and select to save to your hard drive

Here are the Supported Still Formats.
Now, those PDF's should be able to be Opened in Photoshop (or probably PSElements), and then Saved_As PSD, which will Import just fine into PrE.
As for the narration, the only admonition, that I would issue is that PrE has some major issues with some USB mics, but when setup properly, works with most mics that attach to the Mic Input on the MoBo, or the sound card.
So long as the AV files are both a format containing a CODEC, that PrE can edit, there should be no issues. What are the format and CODEC of those AV files?
Otherwise, PrE can do exactly what you want.

As Bill has mentioned PRE does not work with some USB microphones, although it works perfectly for me using my Logitech Pro 9000 (a high-end webcam).
The usual mistake users make is to forget to set PRE to use a particular audio device. This is done from Edit> Preferences> Audio Hardware> ASIO Settings Button> Output tab. Then tick the microphone you wish to use.
