How can I turn an image/graphic into a simple, low detail image for T-shirt printing (see examples)?

So, I do know my Photoshop, but this is just killing me! I've messed with the filters and can get an allright image, but there has to be an easier way that I'm just not thinking of. Can you tell me how to convert an image into a low detail image like the ones below?
