Black to White Gradient on Press - 4/C or 1/C?

A customer of mine wants a Black to White gradient behind some images and text. This job will go to a sheet fed press with a 300% ink limit.

I want the gradient to remain neutral but I also want to reduce the possibility of banding. I thought using a 4/C black might improve the smoothness. I don't need a rich black.

Which would be more likely to come out better, a 4/C gradient or a 1/C gradient? If 4/C, what formula of rich black would you recommend? I will have some drop shadows on text for legibility.
