First thing is to go to the ATI site and verify you have an up to date video driver
AND do note that the "today" driver MAY cause problems, so you MAY need to test with older versions (1)
(1) going back a few years, my computer had an nVidia card that would only work properly with one specific driver version... either older or newer and I had problems... took me a LONG time to find a driver that worked

Also, right-click on your Monitor panel in Premiere Elements and set the quality to High.
