Photoshop CC 2018 Crashes on Launch

During launch Adobe Photoshop CC 2018 gets to the point where it says Initializing panels... and then it crashes and shows an Error popup that says "An unrecoverable problem has occurred. Photoshop will now exit."

Any help you can provide would be appreciated.

There's not really any solution in that thread that applies to our situation.

For more context we're running Windows 10 v1803. All other creative cloud apps open without issue, it's just Photoshop that crashes at startup. There also wouldn't be an issue with antivirus due to it being disabled in this specific environment currently.
