I HAVE WINDOWS 7 32BIT RUNNING INTERNET EXPLORER 10 It keeps asking me to reinstall the flash player i want to no how to install it so it stays there PLEASE PLEASE HELP

I'd revert to IE9 and install 11.7.700.169 which run fairly smoothly on my Win 7 64 IE9 systems.

The archive section has instructions on how to uninstall your current release before installing an older one. Follow them closely if you try this.
