I I want to get Flash Player installed completely and running.

I get daily ad messages to install Flash Player, when I'm told that it came with Windows 8 . Adobe's picture test confirms system is installed . What do I do?

On Windows 8.x Microsoft does indeed embed Flash Player in Internet Explorer and updates are distributed by Microsoft via Windows Updates.  What is the Flash Player version installed?  To get the version number, please go to www.adobe.com/products/flash/about and view the Version Information widget will display the version installed.

Please post a screenshot (see How to post a screenshot in the forum‌) of the ad messaging you to install Flash Player. If you use a browser other than IE it could be for that, or it could be a malicious ad.
