ADE won't run URLLink.acsm files

I've tried running it manually but it keeps saying that the Adobe Digital Editions 3.0 installer is already running, and when I go to ADE to try and add the file from there, it cant find it.

Right Click on URLLink.acsm and open with. In this windows choose digital Edition.
