Adobe Excahange not there in Photoshop CC 2017

My CC says it is update date with 2017 version. Cannot find Exchange panel. Doing the old fashion way of installing from Extension Manager CC gives the manifest.xml error. The adobe Add-on page is opening blank. Tried calling Adobe support but no help. All I want is the Adobe Exchange Panel under Windows-extensions. Please help!

Adobe Exchange Panel has been replaced with Photoshop menu Help>Find Plug-ins and Extensions...

Extension manager not working after CC 2015 update

Thanks JJMack, find plug-ins and Extensions launches a blank page. I've been struggling since two days to get that page to open. Tried in I.E., Chrome and even Firefox(downloaded Firefox to get this to work) still opens a blank page.
