after a new installation of windows and Adobe Reader DC pdf's are slow to open and come with a message saying "please wait while the document is being prepared for"

Hi Robertbatwork,
As mentioned above, its new installation of application so you must try "Repair Installation". Launch application>Help>Repair Installation
If that doesn't work either, then you may try resetting the Acrobat's preferences- How to reset Preference settings in Acrobat.
As a workaround if you have any antivirus then turn that off for a while and check if that makes a difference.
(Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install or activate other software, you should re-enable it as soon as you're done)
Let us know if that doesn't work.
