I downloaded Flash Player, message said "Installation Successful" but it doesn't work. What now?

Downloaded Flash Player and it stated "Installation Successful" but it doesn't work, also is JavaScript needed?

What exactly means "doesn't work"?

I forgot to add, operating  system is Wiundows 7 Home Premiun 64 bit with Internet Explorer 9.

I tried to download and print my utility bill which is done with Flash Player and on my Email service, and it said to download Flash Player, which I already had.

But ... your utility bill comes as a Flash file; are you sure?  Not a PDF perhaps, which requires Adobe Reader.
