where is the direction right to left feature? i can find it in ID 2017

It's only available in the Middle East and North African editions in 2017. You can install a version that supports text direction from the Creative Cloud desktop app. Click on the gear on top right corner, then Preferences > App Language and select English/Arabic.

As BarbBinder​ mentioned, all Middle Eastern / Right-to-Left features will only be available in the InDesign version that is "English يدعم العربية"
